At PiCC United, we are committed to operating with integrity, transparency, and accountability.

Our whistleblower scheme provides a safe and confidential way for employees, volunteers, members, board members, contractors, and external stakeholders to report serious concerns about misconduct or unlawful activities within Stichting PiCC United.

Who Can Make a Report?

The whistleblower scheme is available to:

    • Employees and contractors
    • Volunteers
    • Board members
    • Community members
    • Partners and suppliers
    • Applicants and former workers
    • Any other individual with a work-related relationship to PiCC United

What Can Be Reported?

You may report concerns relating to serious wrongdoing, unlawful conduct, or matters that are in the public interest.

Examples include:

    • Fraud or financial misconduct
    • Misuse of funds or assets
    • Bribery or corruption
    • Forgery of documents
    • Theft or embezzlement
    • Data breaches or cybercrime
    • Serious violations of privacy laws
    • Conflicts of interest
    • Breaches of legal or regulatory obligations
    • Serious bullying, harassment, discrimination, or sexual harassment
    • Safeguarding concerns
    • Deliberate concealment of any of the above

What Is Not Covered?

The whistleblower scheme is not intended for routine employment matters such as:

    • Salary disputes
    • Working hours
    • Minor interpersonal disagreements
    • General dissatisfaction with management decisions

These issues should normally be addressed through the appropriate management or complaints process.

How to Submit a Report

Reports can be submitted confidentially by email to:

compliance@pccunited.org

Please include as much relevant information as possible, including supporting documents where available.

What Happens After You Report?

    1. Acknowledgement – We aim to confirm receipt within 7 days.
    2. Assessment – The concern will be reviewed to determine whether it falls within the scope of this policy.
    3. Investigation – Where appropriate, an independent investigation will be initiated.
    4. Feedback – We aim to provide feedback within 3 months of acknowledgement.
    5. Outcome – Appropriate actions will be taken based on the findings.

Protection Against Retaliation

PiCC United prohibits retaliation against anyone who reports concerns in good faith.

Retaliation includes:

    • Dismissal
    • Demotion
    • Harassment
    • Discrimination
    • Threats or intimidation
    • Any other adverse treatment

Anyone who retaliates against a whistleblower may be subject to disciplinary action.

Confidentiality

All reports are handled as confidentially as possible.

Information will only be shared with those who need access to investigate and resolve the concern.

Anonymous Reporting

PiCC United encourages individuals to identify themselves so that we can properly investigate concerns and provide feedback.

However, if you wish to report anonymously, you may use the Dutch Whistleblowers Authority reporting channel:

Independent Handling of Reports

Reports will be reviewed by individuals who are independent and not involved in the matter being reported.

Where necessary, PiCC United may engage external legal or compliance advisers.

Data Protection

Personal data submitted through the whistleblower scheme will be processed in accordance with our Privacy Policy.

Good Faith Reporting

This policy is governed by Dutch law, including the Dutch implementation of the EU Whistleblower Directive.

Governing Law

Reports will be reviewed by individuals who are independent and not involved in the matter being reported.

Where necessary, PiCC United may engage external legal or compliance advisers.
